The "Ukrainian State-Owned Enterprises" Roundtable: Summary

2 min read

On September 22, a public discussion was held among the leaders of national state enterprises in the format of a roundtable on the topic "Ukrainian State-Owned Enterprises in Wartime".

Being organized by the USAID State-Owned Enterprises Reform Activity (SOERA) project, the event became a substantive platform for key SOE stakeholders to exchange their experiences on the challenges that they have been facing due to the war, and how they have tackled them. The roundtable gathered more than 350 high-level participants representing a wide variety of activity areas, particularly C-level executives, members of supervisory and management boards of state-owned enterprises, as well as partners of private companies.

The main discussion took place within the framework of two thematic panel discussions between CEOs and advisors of leading Ukrainian state-owned enterprises, with further involvement of the media and other interested participants:

Panel 1: Operational challenges of Ukrainian SOEs

🔸Yuriy Vitrenko - CEO, Naftogaz of Ukraine

🔸Volodymyr Kudrytskyi - CEO, Ukrenergo

🔸Sergiy Makogon - CEO, Gas Transmission System Operator of Ukraine – GTSOU (until September 16, 2022)

Panel 2: Corporate governance challenges of Ukrainian SOEs

🔹Yuriy Boyko - Member of The Supervisory Board, Ukrenergo

🔹Nataliya Boyko - advisor to Prime Minister of Ukraine

🔹Jakub Karnowski - Member of Supervisory Boards, Ukrzaliznytsia and Ukrposhta

🔹Roksolana Pidlasa - MP, Deputy Chair of the Economic Development Committee of the Verkhovna Rada of Ukraine

The discussion helped better understand what kind of assistance SOEs need to continue coping with wartime challenges as well as how to ensure their post-war development.

"I think that as a flagship activity under USAID we are cross-sectoral in our approach and we work across various stakeholders, ranging from SOEs to the Ministry of Economy to the Verkhovna Rada, - as Craig VanDevelde, the Chief of Party of State-Owned Enterprises Reform Activity (SOERA), pinpointed during the event. - USAID is increasing their investment in this area, and our program will be tripling in size in the coming weeks, which will give us more resources to provide assistance to the counterparts."
