Ukraine Facility assumes resumption of competitions, implementation of wage reform, introduction of HRMIS in 2025-2026 – Nemchinov

Minister of the Cabinet of Ministers of Ukraine Oleh Nemchinov says the Ukraine Facility support program for Ukraine involves the resumption of civil service competitions, the implementation of wage reform and the introduction of a human resource management information system in government bodies (HRMIS) in 2025-2026.

"We have now, within the framework of the Ukraine Facility, taken upon ourselves part of the obligations to continue the reform of public administration... Three indicators. The Ukraine Facility assumes that we fulfil some temporary indicators and receive the next tranche. According to this program, legislative preparation for the resumption of competitions [for state service] should take place in the second half of 2025, and the resumption of the competitive procedure itself – in 2026, there is also a wage reform and the introduction of HRMIS (2025 and 2026, respectively)," Nemchinov told Interfax-Ukraine.

He said the government already planned to implement these reforms, but now everything is regulated in terms of time and stages.

As reported, at the end of February, the European Union finally approved a four-year program to support Ukraine for EUR 50 billion. It is assumed that further funding for the Ukraine Facility will depend on the implementation of the Ukraine Plan by the Ukrainian side.
