Case opened into fact of shelling civilians in Severodonetsk – prosecutor's office

The Luhansk regional prosecutor's office has opened proceedings on the fact of artillery shelling of the Russian armed forces in Severodonetsk, Luhansk region, the Office of the Prosecutor General has said.

The message posted on the agency’s telegram channel notes that the case has been opened under Part 2 of Article 438 of the Criminal Code of Ukraine - violation of the laws and customs of war.

"It was established that on February 28, 2022, Russian Armed Forces shelled the city of Severodonetsk, Luhansk region, as a result of which one local resident was killed, three civilians were seriously injured and … residential buildings were damaged, as well as a gas pipeline and a civilian vehicle," the statement said.

The Office of the Prosecutor General emphasizes that such actions of the Armed Forces of the Russian Federation pose a direct threat to the life and health of the civilian population, contradict the norms of international humanitarian law - the norms of the Geneva Convention concerning the protection of victims of international armed conflicts and the Hague Convention, which indicates a violation of the laws and customs of war.

"Prosecutors of the Luhansk Regional Prosecutor's Office are taking all possible measures to document the war crimes of the armed forces of the Russian Federation," the Prosecutor General's Office said.
