Germany and France should be responsible for Minsk deal non-implementation - Kuchma

Germany and France, as members of the 'Normandy Four', ought to assume responsibility for the non-implementation of the Minsk agreements, Leonid Kuchma, Kyiv's representative to the Trilateral Contact Group and Ukraine's second president, has said.

"I think that we should have put such questions yesterday to the main representatives of the 'Normandy Four,' primarily Germany and France, because they are the main people who made decisions and are responsible for these decisions today. If these decisions have not been fulfilled to the extent envisaged by the protocol, first and foremost Protocol 2, let them, rather than the Trilateral Contact Group, assume the guilt for that," Kuchma told reporters on the sidelines of the 13th Yalta European Strategy annual meeting entitled "The World, Europe and Ukraine: Storms of Change" on Friday.

The Contact Group's task is to maintain contacts rather than make decisions, Kuchma said, adding that it was up to Ukraine's Verkhovna Rada, among others, to adopt key decisions.
