Poroshenko empowered to appoint National Guard's commander – law

President of Ukraine Petro Poroshenko has signed a law on improvement of the legal grounds for National Guard's activities that authorizes the head of state to appoint its commander, and also gives a right to foreigners to undergo service at the National Guard.
The head of state signed a law No. 920-VIII "On amendments into the Ukrainian law on the National Guard on improvement of the legal grounds of the National Guard's activities" on December 27, the president's official website reported.
Verkhovna Rada passed a respective bill No. 3703 in early hours of December 25.
The law names legal bases of the activities and powers of the National Guard, regulates organization, procedure of its units' service and their cooperation with the law enforcement agencies, local self-government forces and Defense Ministry of Ukraine.
Besides, the law regulates strength of the National Guard of Ukraine, in details describes the rights of the National Guard's servicemen and respective functions of the National Guard.
According to the law, commander of the National Guard is appointed by the president, under presentation of Interior Ministry, and dismissed from the post by the president.
Moreover, the law authorizes foreigners and persons without citizenship, who legally stay on the territory of Ukraine on a voluntary basis (under the contract), to undergo service at the National Guard of Ukraine. These cases are regulated by the law "On military duty and military service."
