Kyiv hails OSCE PA resolutions on Russia's armed aggression against Ukraine

The Ukrainian Foreign Ministry has welcomed the approval of two resolutions by the OSCE Parliamentary Assembly (OSCE PA), which acknowledge the fact of Russian armed aggression against Ukraine and the illegal incarceration of Ukrainian political prisoners in Russia.

"The resolution "The Continuation of Clear, Gross and Uncorrected Violations of OSCE Commitments and International Norms by the Russian Federation" has recognized that Russia's actions in the Autonomous Republic of Crimea and Sevastopol, as well as in parts of Donetsk and Luhansk regions of Ukraine are acts of military aggression against Ukraine," the Foreign Ministry of Ukraine said on Wednesday.

The OSCE PA also adopted the 2015 Helsinki Declaration containing the Assembly's wide-ranging policy recommendations and pronouncements for the OSCE and its participating states in the fields of political affairs and security, economics, the environment and human rights. It contains "Resolution on Abducted and Illegally Detained Ukrainian Citizens in the Russian Federation."

The resolution contains a call for Russia to immediately free Ukrainian citizens Nadia Savchenko, Oleh Sentsov, Oleksandr Kolchenko, and all other illegally detained Ukrainian citizens.

The resolution entitled "The Continuation of Clear, Gross and Uncorrected Violations of OSCE Commitments and International Norms by the Russian Federation" prepared jointly by the Delegations of Canada and Ukraine to the OSCE PA, was supported by 96 participants of the session, seven voted against, and 32 abstained. The document contains more than 40 clauses.

The document condemns Russia's "unilateral and unjustified assault on Ukraine's sovereignty and territorial integrity," the OSCE PA said in a statement posted on its website.

The resolution also underscores "the need for the Russian Federation itself to meet in full its commitments to the 2014 Minsk Agreements and the 2015 Package of Measures for the Implementation of the Minsk agreements, as well as to use its considerable influence over pro-Russian illegal armed groups in certain areas of the Donetsk and Luhansk regions of Ukraine to do the same."

The resolution further endorses the diplomatic efforts of the Normandy quartet and the work of the Trilateral Contact Group and its four working groups; calls for unhindered access for the OSCE's Special Monitoring Mission to all of Ukrainian territory, including Crimea; and "underscores that the resumption of effective control over the Ukrainian-Russian border remains crucial for a sustainable de-escalation of the crisis."

As for the situation in Crimea, the resolution expresses the Assembly's "deep concern that under conditions of occupation, the situation in the Autonomous Republic of Crimea and the city of Sevastopol, Ukraine, continues to deteriorate, leading to serious violations of human rights and fundamental freedoms."

It also calls for the perpetrators of the downing of Malaysia Airlines Flight MH17 to be held accountable, the statement reads.

The resolution "stresses the importance of meaningful and effective economic, constitutional and governance reforms in Ukraine, as well as the Government of Ukraine's continuing efforts to fight corruption."
