Electronic passes system to start working in ATO zone on July 7 – Turchynov

The final stage of transferring to the electronic pass system in the Anti-Terrorist Operation (ATO) zone is currently being worked out and the system will start working by the beginning of July, Secretary of the National Defense and Security Council of Ukraine (NSDC) Oleksandr Turchynov has said.

"An electronic system of passes will be introduced at check points in the ATO zone on July 7," Turchynov said at a meeting on the issue.

He said citizens won't have to directly contact persons issuing passes to receive them.

According to Turchynov, an application for a pass can be filed via mail or email, or by filling in a form in a coordination center and "leaving the application form in a special box." The applications will be automatically checked against the databases of law enforcement agencies to ascertain whether those applying "committed crimes, were members of gangs or cooperated with separatists."

"In case of confirmation of this information, those involved in crimes will be arrested on their way through checkpoints," Turchynov said, adding that citizens who pass the check will receive a message confirming they passed, and will subsequently be able to cross roadblocks by showing their Ukrainian passport.

According to Turchynov, "the new system of passes in the ATO zone will be efficient and effective; it will allow for getting rid of lines at checkpoints completely and overcoming corruption when issuing passes."
