Members of armed groups can infiltrate Ukraine because Ukrainian border guards and troops are not in full control of the border, according to the Ukrainian National Security and Defense Council (NSDC).

"We cannot say we are in full control of the border, this would be untrue," NSDC spokesman Andriy Lysenko said at a briefing in Kyiv on Thursday.

Certain parts of the joint border cannot be controlled by the Ukrainian army because of the ongoing clashes there, and "certain groups could be redeployed under the cover of fire," he said.

"So we do not rule out that someone is still coming over across the border," Lysenko said.

It takes at least satellite communication to monitor large areas such as the one where the anti-terrorist operation, Lysenko said. "So far we have no information that militants have such a technical capability," he said.
