Head of the EU Delegation to Ukraine Jan Tombinski has said that there is an action plan for 2013 for the signing of the Ukraine-EU Association Agreement.

He was speaking in Kyiv on Wednesday, at the Ukrainian National Platform of Eastern Partnership Civil Society Forum.

Explaining why the agreement hasn't been signed yet, he noted that the legal obligations that both parties declared while preparing the agreement have not only to be committed to paper, but also to be implemented.

"These approaches have to be working for years to move to the next step of European integration. This is why the European side has made such a request: we want to see not only the declaration, but also the implementation," the diplomat said.

At the same time, the association agreement should not be frozen or withdrawn, Tombinski said.

"If we have undertaken the commitments, we should work very seriously... We should have long-term vision and strategy."

He also said that the date of the Ukraine - EU Summit will be determined by December 10.
