Finance ministry to set up agency for public debt management

The Ministry of Finance of Ukraine intends to establish an agency for managing public debt to strengthen the institutional capacity of the agency in this direction, Acting Minister of Finance Oksana Markarova has said.

"At present, together with government commissioner on debt issues Yuriy Butsa, we are working with the World Bank team to choose the best model for the functioning of such an agency in order to be able to attract professionals for this work with market wages," she said in a blitz interview with Interfax-Ukraine.

In addition, the ministry is working on the idea of creating the national welfare fund.

"Such sovereign funds were previously created in the countries whose economy was built on oil and gas resources ... But now their creation is not exclusively connected with the oil and gas sphere. Countries with different resources transfer part of their earnings to such funds and then use them for investment to develop other industries," Markarova said, adding that in case of Ukraine this could be accumulation of funds to reduce the national debt.

As reported, the Ministry of Finance within the framework of the strategy of public debt management for 2018-2020 allows the redemption of several issues of eurobonds by promulgating a corresponding offer.
