Ukrenergo's actions uncompetitive as it changes purchase terms during tenders – NCER

The actions of Ukrenergo are uncompetitive as it changes qualification requirements directly during tenders, ex-member of the National Commission for Energy, Housing and Utilities Services Regulation (NCER) Andriy Herus has said.
According to him, on January 5 Ukrenergo accepted the proposal of Ares-S LLC with the price of UAH 101 million at a tender for the construction of a fiber-optic communications line along the 330 kV Rivne nuclear power plant–Khmelnytsky nuclear power plant route.
"In the course of the tender the company several times changed qualification requirements (weakened them) and hardware requirements. The last time these changes took place just a few days before the disclosure of price proposals. This means that participants, who did not know in advance about such changes, physically had no time to get new prices from the plants and recalculate the costs," he wrote on his Facebook page.
The NCER member said the company that won the tender has never performed such complicated work as the installation of a fiber-optic line, however it has passed the qualification requirements of Ukrenergo.
