Business hopes tax reform will mean tax agencies will work fairly - EBA
The business community is waiting for tax reform which will ensure that tax agencies work fairly with a proper attitude to fair taxpayers and will fight against those who avoid paying taxes, the press service of the European Business Association (EBA) reported on Thursday after meetings with the authors of the tax reform.
"The quality of administration and fair observation of the requirements of Ukrainian law by tax agencies sometimes have more importance than tax rates," the EBA said.
The association said it has registered an increase in the number of claims from its member companies against unjustifiable and illegal actions by tax agencies.
The EBA welcomes the plans to reduce the burden on salaries, in particular, via the reduction of single social security tax rates, but warns that revoking the upper limit of the single social security tax surcharge base as this would result in the increase of tax burden.
The association said that any tax innovations should not violate the balance between budget revenue and public expenses, as if there is a lack of funds, fair business would be subject to additional and unjustifiable tax pressure.
The EBA said that it is absolutely unacceptable to introduce large-scale changes, without giving enough time to business to study the new rules and adapt to them.
"The association hopes that the parliament, government and president would take into account the stability principle laid in the Tax Code and would not allow quick adoption and application of large-scale changes to tax laws without allowing business to discuss the proposed changes and prepare for them," the EBA said.
