Rada adopts bill on VAT refunds for grain exports to producers, first buyers

The Verkhovna Rada of Ukraine at first reading adopted bill No. 2527 on the resumption of VAT refunds to grain and oilseeds exporters and the first buyers of these crops.
The bill was supported by 290 deputies.
The bill, in particular, proposes reimbursing VAT on grain exports to producers, as well as consumers who directly purchased the product from single tax payers of the fourth group, who pay VAT on general grounds.
According to an explanatory note to the bill, additional subsidies for agricultural producers from the national budget can only be granted if agricultural produce is acquired by intermediaries from manufacturers that enjoy special VAT taxation.
The author of the document, MP Taras Kutovoy, in the explanatory note said Ukraine has many companies that do not enjoy the special tax regime and pay VAT on general grounds. Despite this, when selling products, either directly or through intermediaries abroad, VAT is not refunded to them.
