Economy ministry hammers out plan to deregulate business procedures

Ukraine's Ministry for Economic Development and Trade has developed a plan to ease or scrap bureaucratic procedures, which is designed to improve the investment climate and to be conducive to the development of business in Ukraine, Economy Minister Aivaras Abromavicius said at a government meeting on Wednesday.
The main measures to deregulate business procedures, approved by the government's committee last Friday, are to be implemented in 2015. Among them, the minister said, is scrapping the recycling tax on waste oils, which is to save companies up to UAH 700 million. Obligatory food certification will be also scrapped, which is to save between UAH 1 billion – UAH 2 billion.
The minister said that the ministry has suggested limiting state controls on food prices. "Prices there will be regulated by the market itself," he added.
The measures also include the simplification of connection to the power grid, which currently takes 277 days.
The government also pledged to ease the procedure and shorten the terms for issuing technical conditions in the construction sector from 30 days to ten working days. The procedure of property registration will also be liberalized: its duration is to be shortened to two days from 27 days, while the number of required transactions will be reduced from seven to two.
The ministry also suggested reducing the number of required documents needed for exports and imports, so that the documentation process for exports can be shortened to eight days from 29 days, and that for import clearance - eleven days from 28 days.
