EIB conducting feasibility study for pilot social housing project in Ukraine

The European Investment Bank (EIB) is currently conducting a feasibility study for a pilot social housing project in Ukraine, with the first agreement potentially to be signed in 2025, Kristina Mikulova, head of the EIB's regional hub for Eastern Europe, said in an interview with Interfax-Ukraine.
"This will be the first housing-related project implemented in cooperation with the EIB. We are currently awaiting a resolution from the Cabinet of Ministers that will establish the necessary legal framework. Simultaneously, the bank is carrying out its feasibility assessment, and we hope to sign the first agreement already in 2025," Mikulova stated.
She noted that social housing is a key area of cooperation with the EIB and a priority for the Ukrainian government.
"The pilot will allow us to test the approach and methodology for building a social housing system in Ukraine. The Ukrainian government will select municipalities to participate in the pilot transparently and according to clear criteria. The methodology used will be scalable, so any community not selected initially may join in future rounds. Our goal is to test how the model works under real conditions and refine the mechanisms with Ukrainian partners before scaling it up," she added.
The model is being developed in close cooperation with experts from the EIB and the European Commission, who are helping adapt EU experience to the Ukrainian context. One of the key tools being used is the JASPERS advisory programme, which supports EU member states and candidate countries in preparing high-quality projects.
"JASPERS began operations in Ukraine in October 2024, and social housing was identified as one of the first priority areas, alongside energy and transport. JASPERS experts are already working with Ukrainian partners from our Kyiv office," Mikulova said.
